Professor Huang Jiuli: Is Campaign-Style Governance Effective? Civilized City Campaign and Urban Sanitation

The paper "Is Campaign-Style Governance Effective? Civilized City Campaign and Urban Sanitation", jointly completed by Professor Huang Jiuli of the Institute of International Economics of our college and Associate Professor Wu Min of the School of International Economics and Trade of the University of International Business and Economics, was published in the third issue of The Journal of World Economy in 2022.

The results of the study reveal that the civilized city campaign significantly increases the removal and transportation volume and the disposal capacity of household waste. When a city has the honour of being given the “civilized national city” award, its urban household waste removal and transportation volume increases by 15.5% and its household waste harmless disposal capacity increases by 6.6%, whilst its household waste harmless disposal rate decreases by 3.4%. The increase in the removal and transportation volume is due to the increase in the mechanised cleaning rate, the road cleaning area expansion, and the increase in the number of vehicles and equipment designated to municipal environmental sanitation. The increase in harmless disposal capacity is caused by newly built disposal plants, especially incineration ones. The decline in the harmless disposal rate is mainly due to the reduction in the daily financial contribution. The estimation results of the event study show that due to the periodicity in the selection and review of civilized cities across the country, the impact of their selection on the household waste harmless disposal capacity presents cyclical behaviour.
